近几年,科研单位大型科研仪器设备的使用、管理与使用效益一直是科研单位管理研究的热点问题。在设备经费预算范围内,如何提高设备采购性价比,如何最大化满足科研需要的各项性能指标,需要每台设备的购置团队跟供应商进行一轮一轮的沟通、协调、谈判。本文通过介绍国家重点实验室在进口设备采购及大型仪器管理方面的实践经验,探索了科研单位大型科研进口免税设备的流程化管理,从政策、资金、技术等方面研究了保障和提高科研单位大型仪器的使用效益的制度与方法。
