【摘要】： 网络科技论文发表是研究人员之间一种公开、正式,而且及时、高效的学术交流媒介,同时能够体现一个国家基础研究和应用的创新成果,也反映了其科技发展的进程和学术制高点所在,因此为了不断促进科网络发表科技论文的发展,提高其学术质量,扩大我国科技论文在世界上的影响,创建和完善快速有效的科技论文交流平台,就需要确立一个稳定、规范的学术影响力评价标准,并构建一个科学、客观的动态网络发表科技论文学术影响力的评价体系。本文应用定性和定量相结合的方法,从促进网络科技论文发展的角度出发,理论联系实际,通过分析网络发表科技论文及其所附载体期刊的特征,综合运用文献调查法、专家估测法、层次分析法和综合指数法等评价方法,根据已有的相关研究对评价指标进行分析和选取,确定其科学性和可操作性,从而构建网络发表科技论文学术影响力的评价指标体系。利用MATLAB和SPSS软件处理所采集的数据,通过应用研究来验证体系构建的可行性,使所构建网络发表科技论文学术影响力的评价体系客观、科学。网络科技论文发表有利于我国的创新性科学思想和科学技术更及时、更有效的传播和交流,建立长期稳定的、规范化、可操作实施的网络科技论文发表的综合评价指标体系,对逐步完善网络发表科技论文的发展起到决定性作用,同时,对实现我国科技资源的有效配置、提高科技资源的有效利用、并加快我国科技成果转化为现实生产力也有重要的意义。
[Abstract]:The publication of the network science and technology paper is an open, formal, and timely, efficient academic communication medium among the researchers, and it can also reflect the innovative achievements of the basic research and application of a country. It also reflects the process of the development of science and technology and the height of the academic commanding point. Therefore, the development of scientific and technological papers for the continuous promotion of the science and technology of the science and technology has been promoted. It is necessary to establish a stable, standardized evaluation standard for academic influence and to establish a scientific and objective dynamic network to publish the evaluation system of the influence of scientific and technological literature on the influence of academic quality, the influence of the scientific paper in the world, and the establishment and improvement of the rapid and effective exchange platform for scientific and technological papers.
This paper, based on the combination of qualitative and quantitative methods, from the perspective of promoting the development of network science and technology papers, linking theory with practice, through the analysis of the characteristics of published scientific papers and the periodicals of the attached body, comprehensively uses the methods of literature survey, expert estimation, analytic hierarchy process and comprehensive index method, according to the existing correlation. The evaluation index is analyzed and selected to determine its scientificity and operability, so as to construct an evaluation index system for the academic influence of scientific papers published by the network. Use MATLAB and SPSS software to deal with the data collected and verify the feasibility of the system construction through application research, so that the network will publish the academic shadow of scientific paper. The evaluation system of the ringing force is objective and scientific.
