中美在东南亚地区的竞合：东盟因素

东南亚因其战略地理位置,巨大的人口总数以及强劲的经济增势,受到了中美两国的密切关注。自特朗普2017年就任美国总统以来,美国政府将大国竞争重新放在了国防安全的优先事项中,并基于此判断,重新调整了东南亚政策。2013年以来,中国逐渐形成了以中国-东盟共同体为愿景,以“一带一路”合作项目为支撑的与东南亚合作的“中国方式”。为了对冲中国在东南亚地区与日俱增的影响力,特朗普将东南亚置于其出台的印太战略的核心位置,表明美国意欲重回东南亚并希望获得东盟的青睐。本文由三个章节构成。第一章主要研究特朗普政府制定的东南亚政策,通过回顾二战后美国对东南亚政策的变化,以及将特朗普政府与前任奥巴马政府的东南亚政策进行对比,总结出了特朗普东南亚政策对于过去的延续与变化及相应特点。第二章主要研究2013年以来中国形成的与东南亚进行沟通合作的“中国方式”,总结了该方式的原则、内容、落实情况以及采取的合作方式。第三章首先总结了吸取了冷战历史教训的东盟在对外交往中所坚持的原则以及在冷战后逐渐形成的一系列的以东盟为中心的地区合作机制。面对如今中美在东南亚的战略竞争,东盟同样运用着这一特有的相处范式,试图将不同国家的合作方...
