政治代表是指当政治行为者为公民的最大利益而行动时,使公民在公共决策过程中“在场”的行为及活动。为了更好地了解吉尔吉斯斯坦共和国妇女的政治代表问题——这不仅关系到个体层面上每一个作为独立个体的的妇女,也关系到整体层面上一个国家在全球化时代的可持续发展——本文以吉尔吉斯斯坦共和国的性别政策(1995至2018年)为切入点,反思和评估妇女在政治领域的“在场”方式及实现程度。第一章“政治领域的妇女斗争:历史回顾”由三部分组成,包括发达国家和发展中国家妇女政治参与的经验,以及尚未解决的问题。第二章“吉尔吉斯共和国的国家性别政策”历史性地回顾和梳理了吉尔吉斯共和国国家性别政策的立法和理论基础,以及妇女参与政治和社会发展的优势。第三章分析了吉尔吉斯共和国立法和行政部门以及地方自治机构中妇女的参与情况,以及妇女参与国家政治生活的趋势和前景。第四章讨论了妇女从国家、个人和社会三个层面讨论了吉尔吉斯共和国妇女政治代表问题的成因。第五章尝试解答在妇女政治代表问题方面,吉尔吉斯斯坦自身的有效经验和可以向其他国家学习的经验(尤其是中国)。最后,鉴于妇女政治代表问题与可持续发展的潜在关联,文章尝试就在吉尔吉斯共和...
