中小学战略管理的政府策划研究

【摘要】:政府是中小学发展所需资源的主要支撑者,于是,在很长一段时期内,政府对中小学的管理出现了“过多管理”、“过细管理”、“过死管理”的现象。在加快行政管理体制改革、建设服务型政府的新要求下,政府对中小学实施战略管理提上了重要的议事日程。政府的履职方式就是要加快推进政、校分开,应该由政府自己管理的事务政府一定要管住、管好,不应该政府管理的事务决不干涉,通过合理划分部门和政府职能,使政府部门各司其职、各负其责,形成政府管理学校的合力。 政府对中小学实施战略管理,虽然涉及环境分析、战略规划与战略决策等环节,但一般都很重视战略实施,注重管理实践环节。但是,客观地讲,科学分析环境与形势,有效制定战略方案,正确做出战略决策,这些发生在战略实施之前的管理行为,对于最终的战略管理绩效来讲,更具意义,更有价值,更为重要。 这些重要内容是行政管理,,特别是教育行政管理一直以来缺少研究、比较忽略的管理前置阶段中非常重要的“谋”、“断”及二者之间的理论和实践问题。这些重要内容正是中小学战略管理的政府策划要研究和探讨的问题。政府在中小学战略管理中,需要运用政府策划的理念、方法、原则,通过政府策划行为,追求战略管理效益的最大化,让中小学科学发展、健康发展、可持续发展。 本文在借鉴前人研究成果的基础上,从政府策划的角度入手进行研究,通过对相关理论依据、政府策划的原则和方法的论述,以及对我国政府在中小学战略管理中存在问题与原因的综合分析,在借鉴国外有关中小学战略管理的政府策划成果基础上,进一步明晰政府在中小学战略管理中的角色定位和工作职责职能,提出了我国中小学战略管理的政府策划理念动因、政府策划流程路径和政府策划实现的制度机制保障,为政府制定和实施更加科学和优化的中小学战略管理提供理论支撑和技术路线。 全文共分绪论、课题研究的相关概念分析和理论依据、我国政府的中小学战略管理现状与分析、国外中小学战略管理的政府策划借鉴、我国中小学战略管理的政府策划实现、结语六大部分。
[Abstract]:The government is the main support of the resources needed for the development of primary and secondary schools. Therefore, in a long period of time, the government's management of primary and secondary schools has appeared the phenomenon of "too much management", "too much management" and "excessive management". Under the new requirements of speeding up the reform of administrative system and building a service-oriented government, the government has put the implementation of strategic management in primary and secondary schools on an important agenda. The way for the government to carry out its duties is to speed up the promotion of government administration and separate schools. The government must take care of the affairs which should be managed by the government itself. The government should not interfere in the affairs managed by the government, and should reasonably divide the departments and functions of the government. Make government departments perform their respective duties and responsibilities, and form the joint force of the government to manage schools. Although the implementation of strategic management in primary and secondary schools involves environmental analysis, strategic planning and strategic decision-making, the government generally attaches great importance to the implementation of strategy and the practice of management. However, objectively speaking, the scientific analysis of the environment and situation, the effective formulation of strategic plans, and the correct making of strategic decisions, which occurred before the implementation of the strategy, are more meaningful and valuable to the ultimate strategic management performance. More important. These important contents are administrative management, especially educational administration, which has been lack of research all the time, and is neglected in the very important "plan", "break" and the theoretical and practical problems between them. These important contents are the problems to be studied and discussed by the government in the strategic management of primary and secondary schools. In the strategic management of primary and secondary schools, the government needs to use the idea, method and principle of government planning, pursue the maximization of the benefit of strategic management through government planning behavior, so that the scientific development, healthy development and sustainable development of primary and secondary schools can be achieved. Based on the previous research results, this paper studies from the angle of government planning, and discusses the relevant theoretical basis, the principles and methods of government planning. As well as the comprehensive analysis of the problems and reasons of our government in the strategic management of primary and secondary schools, on the basis of drawing lessons from the government planning results of the strategic management of primary and secondary schools in foreign countries, This paper further clarifies the roles and functions of the government in the strategic management of primary and secondary schools, and puts forward the motivation of the concept of government planning for the strategic management of primary and secondary schools, the path of the process of government planning and the guarantee of the system mechanism for the realization of government planning. To provide theoretical support and technical route for the government to formulate and implement more scientific and optimized strategic management of primary and secondary schools. The thesis is divided into three parts: introduction, related conceptual analysis and theoretical basis of the research, the present situation and analysis of the government's strategic management of primary and secondary schools, the government planning and reference of foreign primary and secondary schools' strategic management, and the realization of the government's planning of the strategic management of primary and secondary schools in our country.
