繁荣与安全：2007/08年金融危机以来英国对新兴经济体及发展中国家的经济外交政策分析

2007至2008年间,金融危机席卷全球,世界经济急转直下,各国遭受了严重的经济损失,英国也不例外。2010年,英国新任首相卡梅伦向英国及世界宣告英国将“开放商贸活动”,这一宣言成为经济危机后英国寻求经济复苏的政策主旋律,也成为其外交转型的一大特色。全球化加速发展使得经济危机的影响在世界范围迅速传播,然而它又为发展中国家和新兴经济体的发展创造环境,使之在全球经济活动参与中日趋活跃,并在双边和多边关系中发挥着战略作用。在这样的背景下,对发展中国家和新兴经济体推行经济外交政策成为英国对外政策的重点之一,政府通过外交手段以摆脱经济危机造成的困境,抓住新兴大国发展机遇,拓展经济活动空间,以建立长期稳定的经济联系,全方位发挥英国优势。2017年脱欧程序正式启动,英国与欧盟的关系仍具有极大的不确定性。在英国积极寻求多元化的外交关系的同时,英国与发展中国家的经济联系具有更为重要的战略意义。经济外交在研究领域并非新概念,近年来,经济外交相关理论研究以及具体实践研究较之以往更为全面和深入。由于新近研究中针对特定国家的经济外交政策研究较少,且金融危机后英国的经济外交政策更是缺少相关分析,因此本文基于已有的...
