新工党以来的英国道德外交和人道主义干预

1997年新工党执政伊始,英国外交大臣罗宾·库克提出,英国外交政策中要包含一道德维度,大体指,英国的外交政策应该促进人权、民主和平的发展。这一看似新鲜的理念引起了媒体、政客和学界的广泛争议。一种观点认为所谓道德外交只是空洞的辞令,另一种观点认为道德外交确实包含利他主义的考量。这一外交理念之后被应用于英国首相托尼布莱尔的外交实践中,尤其是人道主义干预方面,比如1999年的科索沃战争上。然而2003年发生的伊拉克战争在很大程度上证明所谓道德外交只是空口说辞,英国参与伊拉克战争主要原因是为了借重美国的力量发挥大国影响力,获取伊拉克的石油资源也是一重要因素,而非为了维护正义,促进伊拉克的民主和和平。2010年保守党／自由民主党联合政府组阁之后,也强调在一“网状化世界”中,英国也要促进人权、民主等价值观的传播。2011年,在经济严重低迷的情况下,联合政府针对利比亚危机仍出兵进行了军事干预。到了2013年,针对叙利亚危机,卡梅伦首相在议会提出在美国对叙利亚发动空袭时,英国也会加入美国的提案,却遭到了议会的否决。卡梅伦表示接受议会的决议,英国不会对叙利亚进行军事干预。本文旨在研究从新工党到卡梅伦联合...
