平行外交理论视角下的加拿大魁北克省国际政策研究

由于历史原因,魁北克省在加拿大国内一直处于独特的地位。在加拿大联邦中,比起其他各省,魁北克省致力于寻求更大权限来管理内政和外交事务。自从20世纪60年代平静革命之后,魁北克省政府的国际政策拥有两个目标:既追求独立,又追求国际交流,以实现其在国际社会中占有一席之地的构想。魁北克省在政治、商业、文化等领域的国际活动体现出所谓“平行外交”的特点。在国际政治领域,平行外交的内涵是一些次国家行为体为实现某些外交目标所进行的外交活动。这些外交活动是独立于并且平行于联邦政府的外交行为。随着经济全球化的深化发展,次国家行为体越发频繁在国际舞台上推行平行外交政策,以实现参与国际事务的目的。在众多次国家行为体中,魁北克省是一个典型的例子。本论文主要在平行外交理论框架下,研究魁北克省国际政策的影响。同时,平行外交理论能够帮助我们更深入地认识魁北克的国际政策和行为。而魁北克的平行外交实践及其影响也为其他非国家行为体的平行外交提供参考。
