论特殊性：英美外交和安全关系研究

　　在外交和安全领域,英美关系通常被称为特殊关系。围绕“特殊性”,作者主要着眼于其现实性、含义、根源及局限展开讨论。因此,本文回顾了特殊关系的背景及后冷战时期的发展,通过英美反恐合作案例总结了该关系的特点即特殊性的含义,分析了特殊性得以发展的因素及其相互作用,并评价了特殊关系的意义及局限性。 作者认为,尽管冷战结束后世界经历了急剧的改变,英美特殊关系仍然保持着发展势头。两国之间格外紧密的关系存在于从军事、情报合作到外交支持等各个领域,其中体现的特性包括:不对称性、可靠性和透明度以及高度协调性。而这种特殊关系是两国间自然吸引力、共同威胁和国家利益汇聚的结果,也受到两国实力差距的影响。四个要素的相互作用可以表示为:特殊性=共同利益×(自然吸引力+共同威胁)/国家实力 英美特殊关系为双方都带来了好处,但也存在局限性,尤其是对英国来说,它无法对美国政策产生实质性影响,桥梁作用越来越难,特殊关系甚至给它带来风险。因此,作者建议英国应当平衡其对自身利益和对公共利益的追求,从而摆脱受制于特殊关系的困境,同时真正将美国导向有利于国际社会的进步事业。
