【摘要】：在美国荒野保护史上,1964年通过的《荒野法》具有非常重要的历史地位。该法的思想源流可追溯到19世纪美国的荒野思想和自然保护主义,以及浪漫主义和超验主义,它也是美国自然与荒野保护历史积淀的结果。战后美国社会兴起的荒野热为其提供了社会背景。其直接起因是战后美国荒野的急剧萎缩与荒野面临的巨大威胁,以及联邦政府通过行政手段保护荒野的低效。该法也是自然保护主义组织和保护主义者借助反对回声谷筑坝斗争胜利的契机,积极努力和推动的结果。《荒野法》最重要的内容之一是规定建立美国荒野保护体系,将荒野保护纳入法制化轨道。从法案文本内容来看,该法提出了荒野保护的主旨,对其后美国的荒野保护具有一般性指导意义。不过,从该法颁行以来美国荒野保护的实践来看,值得反思的问题很多,荒野保护主旨的实现,不仅有赖于荒野管理制度的进一步变革,更取决于观念上的彻底革命。
[Abstract]:In the history of wilderness conservation in the United States, the Wilderness Act passed in 1964 has a very important historical status. The thought of this law can be traced back to the wildness thought and nature protectionism in 19th century in the United States. And romanticism and transcendentalism. It is also the result of the historical accumulation of nature and wilderness conservation in the United States. The rise of wilderness fever in postwar American society provides the social background for it, and its direct cause is the sharp decline of the American wilderness after the war and the great threat to the wilderness. It is also an opportunity for conservationists and conservationists to win the battle against Echo Valley damming. One of the most important elements of the Wilderness Act is the establishment of an American wilderness protection system to bring wilderness protection into the legal orbit. The law puts forward the gist of wilderness conservation and has a general guiding significance for the wilderness conservation in the United States. However, from the practice of the wilderness protection in the United States since the enactment of the law, there are many problems worth reflecting on. The realization of the purport of wilderness protection depends not only on the further reform of wilderness management system, but also on the radical revolution in concept.
