加快推进公务员养老保险制度改革研究

【摘要】:随着我国经济的快速发展、政治体制的逐步完善、社会环境趋于和谐,依法治国得到更好的践行,以人为本的理念逐步深入人心,人民群众的切身利益得到更多的重视。社会各领域各层面不断进行探索和改革,以期在更加完备的经济政治体制下,国家各项事业和谐运转,人民生活水平显著提高。我国公务员养老保险制度,一直以来游离于社会养老保险制度之外,随着事业单位养老保险制度改革被提上议事日程。我国针对公务员群体实行的退休养老金制度已经无法适应我国经济社会的发展状况,与城镇养老保险体系相脱节,机关公务员与企业职工群体的养老待遇逐步形成了“养老金收益鸿沟”,不利于社会公平的实现,也阻碍了劳动力市场中人才的合理流动。 对于公务员养老保险制度的改革显现出其迫切性和必要性,在全国部分地区分散开展的公务员养老保险改革没有取得突破性进展,公务员养老保险制度的改革总体还是处于“试而不定”的状态。改革制度体制、完善项目设计,既与国家机关工作人员的切身利益直接相关,同时也关乎整个社会群体在养老保障方面的公平性,因而改革波及面广,备受社会关注。因此,健全和完善我国公务员的养老保险制度,与事业单位养老保险改革步调一致,即是促进我国行政体制改革和加快完善公务员制度的必然要求,同时也将对于建立统一完善的社会保障体系发挥重大作用,缩小不同群体的养老金收入差距,更多的体现社会公平。本论文也主要是围绕以下几个方面展开论述: 首先,对于机关事业单位养老保险改革的现状进行了系统的分析和总结,同时单就公务员养老保险存在的问题进行了有针对性的分析。其中包括对于机关事业单位长期延续的“国家——单位保险制度”的阐述,对于近几年来事业单位改革遇阻的描述,以及公务员没有能够参加养老保险统一改革的问题。 其次,由事业单位养老保险制度试点改革的实践,总结归纳试点改革探索取得的成果以及存在的突出问题,改革没有统领性的制度法律规范,制约了改革推进的力度,公务员群体没有同步改革也影响了社会保障的公平性。由事业单位的改革实践得出对于公务员养老保险的启示,使机关公务员更好更快地进行养老保险改革。 再次,借鉴国外不同类型公务员养老保险制度,分析典型公务员养老保险模式的制度设计,得到一定的启示。主要分析了国外典型的公务员养老保险制度,,分别以新加坡、德国、英国为例,就其完全融合型、完全独立型、部分融合型的制度模式进行分析,并且对公平性、效率性进行评价得到综合的评价结论,随后阐明此借鉴对于我国制度改革的启示意义。 最后,提出了推进我国公务员参加养老保险统一改革的建议,其中包括改革的指导思想,改革确定的目标,最后提出我国公务员养老保险的模式应选择“三支柱”养老保障体系,具体包括基本养老保险、职业养老年金、个人储蓄养老保险。与其他群体的养老保险制度基本相一致,同时也符合公务员自身职业特点,通过公职人员的职业年金制度体现其激励性和保障性。
[Abstract]:With the rapid development of China's economy, the gradual improvement of the political system, the harmonious social environment, the better practice of governing the country by law, the people-oriented concept gradually penetrated the hearts of the people, the vital interests of the people get more attention. Under the system, the state's various undertakings work in harmony and the people's living standards have improved significantly. The old-age insurance system for civil servants in China has been dissociated from the social old-age insurance system. With the reform of the old-age insurance system for public institutions put on the agenda, the pension system for civil servants in China has been unable to adapt. The development of China's economy and society is out of touch with the urban endowment insurance system. The pension income gap between government officials and enterprise workers has gradually formed, which is not conducive to the realization of social equity, but also hinders the rational flow of talents in the labor market.
The reform of the old-age insurance system for civil servants shows its urgency and necessity. The reform of the old-age insurance system for civil servants has not made a breakthrough in some parts of the country. The reform of the old-age insurance system for civil servants is still in a state of "trial and error". The vital interests of government functionaries are directly related to the fairness of the whole social group in the aspect of old-age security. Therefore, the reform of the old-age insurance system for civil servants in China has a wide range of implications and attracts much social attention. It will also play an important role in establishing a unified and perfect social security system, narrowing the pension income gap among different groups, and embodying more social equity.
Firstly, this paper makes a systematic analysis and summary of the present situation of the reform of the endowment insurance in government institutions, and makes a pertinent analysis of the problems existing in the endowment insurance for civil servants only. The description of the obstacles to reform and the failure of civil servants to participate in the unified reform of old-age insurance.
Secondly, from the practice of the pilot reform of the endowment insurance system in public institutions, this paper summarizes the achievements and outstanding problems of the pilot reform. The reform has no leading system and legal norms, which restricts the promotion of the reform. The lack of simultaneous reform among civil servants also affects the fairness of social security. The reform practice draws the enlightenment for the civil servant's endowment insurance, so that the civil servant can carry on the endowment insurance reform better and faster.
Thirdly, we draw lessons from different types of foreign civil service endowment insurance system, analyze the typical civil service endowment insurance system design, and get some inspiration. This paper analyzes the model and obtains a comprehensive evaluation conclusion by evaluating the fairness and efficiency, and then clarifies the Enlightenment of the model for China's system reform.
Finally, the paper puts forward some suggestions to promote the unified reform of Chinese civil servants'participation in endowment insurance, including the guiding ideology of the reform and the objectives set by the reform. Finally, it puts forward that the mode of Chinese civil servants' endowment insurance should choose the "three pillars" endowment insurance system, including basic endowment insurance, occupational pension and personal savings endowment insurance. The pension insurance system of other groups is basically consistent with the professional characteristics of civil servants themselves, and it reflects its incentive and security through the occupational pension system of civil servants.
