城乡居民医疗保险制度满意度研究——以湖北省鄂州市为例

【摘要】：在基本医疗保险实现城乡全覆盖之后,原有的参保率指标已经无法灵敏地反映参保人对制度的态度。为了顺利整合、完善城乡居民医疗保险制度,参保人满意度研究显得非常迫切。笔者根据医疗保险领域的"三角四方"关系,并借鉴美国顾客满意度模型的原理,构建了城乡居民医疗保险满意度结构方程模型。然后,以中部地区已经实现整合城乡居民医保的湖北省鄂州市为例,考察了参保居民对于城乡居民医保的满意度。研究结果表明,医疗保险价值感知、医疗服务价值感知、政府支持价值感知等因素对于居民的满意度有直接的正向影响,而医疗保险服务质量感知对于满意度的影响在统计上不显著。在此基础上,作者提出了提升城乡居民医保的内在价值是提高居民满意度的重中之重等政策建议。
[Abstract]:After the total coverage of urban and rural areas is realized by the basic medical insurance, the original index of participation rate can not reflect the attitude of the insured to the system sensitively. In order to integrate smoothly and perfect the medical insurance system of urban and rural residents, it is very urgent to study the satisfaction of the insured. According to the "triangular quadripartite" relationship in the field of medical insurance and the principle of American customer satisfaction model, this paper constructs the structural equation model of medical insurance satisfaction for urban and rural residents. Then, taking Ezhou City, Hubei Province, which has realized the integration of urban and rural residents' medical insurance in the central region as an example, this paper investigates the satisfaction of the insured residents to the urban and rural residents' medical insurance. The results show that health insurance value perception, medical service value perception, government support value perception and other factors have a direct positive impact on residents' satisfaction. However, the impact of health insurance service quality perception on satisfaction is not statistically significant. On this basis, the author puts forward some policy suggestions, such as improving the intrinsic value of urban and rural residents' medical insurance, which is the most important factor to improve the residents' satisfaction.
